Description
Proposal to sever the land into 16 Parts for 8 freehold lots for single-family detached houses; a private road; 6 easements for side door access to 6 of the proposed houses; and a 0.3-metre reserve along a portion of the Lawrence Avenue East frontage. The proposed residential lots would have access to Lawrence Avenue East over a private road shown as Part 9 on the attached Lot Division Plan. The residential lots and the private road would form Parcels of Tied Land (POTLs) in a future Common Element Condominium. The Committee of Adjustment approved the severance of the land in July, 2018, but all of the conditions of approval were not fulfilled within one year and the approval lapsed (File B0017/18SC). The owner is now requesting consent to sever the land in the same configuration previously approved by the Committee of Adjustment.

Comparison with similar applications
Lobbied applications are compared only with unlobbied applications of the same type, in the same ward, submitted in the same year and of the same size band (units or floor area from the description; sub-type for Committee of Adjustment files). Unlobbied applications are weighted to match the lobbied group. Raw lobbied versus unlobbied averages are not reported.

Submission to hearing. Approval and refusal rates are among applications with a recorded decision.
Large and complex applications attract both lobbying and longer reviews, and matching cannot remove every difference between applications, so a difference does not show that lobbying changed how an application was reviewed.
Lobbyists choose whom to contact, so a difference does not show a change of mind.
