Description

To alter the development standards (as approved under Site Specific Zoning By-law 588-2025) for a new 15-storey mixed-use building (East Block fronting Bay Street), by increasing the podium portions of the building heights, equipment height projections, and reducing the minimum height of the first storey. Also, the new 43-storey mixed-use building (West Block fronting Elizabeth Street) will be reducing the size of one parking space length. This is currently being reviewed under Site Plan Control (File Number 20 25 197844 STE 11 SA). There will be a total of 827 purpose-built rental units on this lot (617 residential dwelling units, and 210 affordable dwelling units).

Comparison with similar applications

Lobbied applications are compared only with unlobbied applications of the same type, in the same ward, submitted in the same year and of the same size band (units or floor area from the description; sub-type for Committee of Adjustment files). Unlobbied applications are weighted to match the lobbied group. Raw lobbied versus unlobbied averages are not reported.

Submission to hearing. Approval and refusal rates are among applications with a recorded decision.

Large and complex applications attract both lobbying and longer reviews, and matching cannot remove every difference between applications, so a difference does not show that lobbying changed how an application was reviewed.

Lobbyists choose whom to contact, so a difference does not show a change of mind.
