Description
To alter the development standards (as approved under Site Specific Zoning By-law 1032-2022) for a mixed-use development comprised of a 13-storey building (Building 1) and three towers (Tower 1 with 44-storeys, Tower 2 with 38-storeys and Tower 3 with 25-storeys) connected by a shared podium on the lot by reallocating a proportion of residential density from Building 1 to Tower 1, increasing the building height of Tower 1 from 44-storeys (144 m) to 46-storeys (161.2 m), decreasing the height of Building 1 from 13-storeys (53.5 m) to four-storeys (25 m), increasing the height and projections of the mechanical penthouse and architectural crowning elements associated with Tower 1, modifying setbacks and separation distance by relocating Tower 2 (north toward Building 1) and by altering the podium element below Tower 3.

Comparison with similar applications
Lobbied applications are compared only with unlobbied applications of the same type, in the same ward, submitted in the same year and of the same size band (units or floor area from the description; sub-type for Committee of Adjustment files). Unlobbied applications are weighted to match the lobbied group. Raw lobbied versus unlobbied averages are not reported.

Submission to hearing. Approval and refusal rates are among applications with a recorded decision.
Large and complex applications attract both lobbying and longer reviews, and matching cannot remove every difference between applications, so a difference does not show that lobbying changed how an application was reviewed.
Lobbyists choose whom to contact, so a difference does not show a change of mind.
