Description
To convert the existing two-and-one-half-storey non-residential (commercial) building into a mixed-use building by constructing complete fourth and fifth storey (mechanical penthouse) additions, and a front second storey terrace. Also, to construct a rear three-storey addition (including a basement) with third and fourth storey terraces, and a rear fifth storey rooftop terrace (including a green roof). The existing restaurant will continue to occupy the basement and ground floor levels (including the existing front outdoor patio and a new outdoor patio addition along the east side of the lot). Also, to construct a one-storey ancillary structure (waste disposal use), abutting the rear laneway. There will be a total of three residential dwelling units (occupying the second, third, and fourth storeys) on this lot. There will be five long-term bicycle parking spaces on the east side of this lot.

Comparison with similar applications
Lobbied applications are compared only with unlobbied applications of the same type, in the same ward, submitted in the same year and of the same size band (units or floor area from the description; sub-type for Committee of Adjustment files). Unlobbied applications are weighted to match the lobbied group. Raw lobbied versus unlobbied averages are not reported.

Submission to hearing. Approval and refusal rates are among applications with a recorded decision.
Large and complex applications attract both lobbying and longer reviews, and matching cannot remove every difference between applications, so a difference does not show that lobbying changed how an application was reviewed.
Lobbyists choose whom to contact, so a difference does not show a change of mind.
