Description

This application is for an additional variance for the nine storey, 73-unit residential building currently under construction. The Committee of Adjustment granted variances for this development in September, 2015 (File A279/14SC) and in June, 2016 (A153/16SC). The owners seeking relief from the Zoning By-law as a result of an alteration to a ninth-floor suite (Unit 801). The unit has been altered to include an additional second floor bedroom located above the ninth floor and this second bedroom space is utilizing a portion of the area that was originally dedicated to a mechanical room. The built form and massing of the approved development have not changed. This development is also the subject of an application for site plan approval (File No. 20 13 280225 ESC 36 SA).

Comparison with similar applications

Lobbied applications are compared only with unlobbied applications of the same type, in the same ward, submitted in the same year and of the same size band (units or floor area from the description; sub-type for Committee of Adjustment files). Unlobbied applications are weighted to match the lobbied group. Raw lobbied versus unlobbied averages are not reported.

Submission to hearing. Approval and refusal rates are among applications with a recorded decision.

Large and complex applications attract both lobbying and longer reviews, and matching cannot remove every difference between applications, so a difference does not show that lobbying changed how an application was reviewed.

Lobbyists choose whom to contact, so a difference does not show a change of mind.
