Description
Official Plan Amendment proposing redevelopment of the Hearn Power Generating Station. The site is subject to the Port Lands Area Specific Policies of the City's Central Waterfront Secondary Plan, which envisions the Hearn as a catalytic destination for cultural, sport, entertainment, recreational and institutional uses within a revitalized iconic heritage building. The Hearn is surrounded by power generation and distribution infrastructure, port and heavy industrial uses and natural areas. Residential uses are not currently permitted. The application proposes 739,567 square metres of Gross Floor Area (GFA) including adaptive reuse of the existing power station building and development of seven new buildings with tower elements across the site. A mix of retail, commercial and other non-residential uses are proposed, together with 8,400 residential units and 2,522 vehicle parking spaces.

Comparison with similar applications
Lobbied applications are compared only with unlobbied applications of the same type, in the same ward, submitted in the same year and of the same size band (units or floor area from the description; sub-type for Committee of Adjustment files). Unlobbied applications are weighted to match the lobbied group. Raw lobbied versus unlobbied averages are not reported.

Submission to the first decision status seen in our daily loads (measured from launch). Approval and refusal rates are among applications with a recorded decision.
Large and complex applications attract both lobbying and longer reviews, and matching cannot remove every difference between applications, so a difference does not show that lobbying changed how an application was reviewed.
Lobbyists choose whom to contact, so a difference does not show a change of mind.
