Description
Proposed Official Plan and Zoning By-law Amendments for Quayside Master Plan Blocks 3b, 4 and 5. The proposal for Blocks 3b, 4 and 5 includes two residential towers and one mid-rise building, collectively accommodating 8,988 square metres of non-residential Gross Floor Area (GFA) and 119,581 square metres of residential GFA. The residential component includes 1,475 condo units and 407 affordable units. The buildings will flank a portion of a 14,350 square metre east-west "Community Forest" which is continuous through the centre of the broader development. The mid-rise building on Block 3B will also support portion of a rooftop urban farm, which extends the length of the mid-rise buildings on Blocks 1, 2 and 3b connected by a suspended pedestrian bridge across Small Street. An application is required to amend the City of Toronto Official Plan to permit additional height and density and an application to amend the former City of Toronto Zoning By-law 438-86, as amended by OMB-approved By-law 1174-2010, is required to permit additional height and density, amend the permitted uses, update zoning maps and revise certain zoning standards to permit the proposed development. This application forms part of the broader Quayside Master Plan, which is comprised of seven mixed use buildings on four development blocks and public realm improvements on the interior and perimiter of the site. The development includes 321,760 square metres of GFA allotted as 22,562 square metres of commercial, retail, institutional and other non-residential uses and 299,209 square metres of residential uses supporting 4,634 condo units and 869 affordable housing units. Public realm and infrastructure works to be delivered by Waterfront Toronto include the Queens Quay East extension, plazas at Parliament Street and Queens Quay East, an extended Water's Edge Promenade and a 0.4 hectare park.
