Description
To permit a mixed-use development on the Lands, in conformity with the Official Plan designation. The proposal will be completed in two phases with a 46-storey residential tower (Tower 1) located on the eastern portion of the Lands and a 35-storey residential tower (Tower 2) located on the western portion. An eleven storey base building with retail and daycare uses at grade along The Queensway, and with below grade parking, occupies the entire site. The base building will be connected to the towers with a 4-storey building on both east and west sides of the property. The application for a Zoning By-law Amendment was approved at the Ontario Land Tribunal (OLT) on October 17, 2023 to permit the development and the applicant has resubmitted the application to address conditions of approval. OLT File Number is OLT -21-00179. This is a resubmission of the Site Plan Control application to align with the resubmitted Zoning By-law Amendment application.

Comparison with similar applications
Lobbied applications are compared only with unlobbied applications of the same type, in the same ward, submitted in the same year and of the same size band (units or floor area from the description; sub-type for Committee of Adjustment files). Unlobbied applications are weighted to match the lobbied group. Raw lobbied versus unlobbied averages are not reported.

Submission to the first decision status seen in our daily loads (measured from launch). Approval and refusal rates are among applications with a recorded decision.
Large and complex applications attract both lobbying and longer reviews, and matching cannot remove every difference between applications, so a difference does not show that lobbying changed how an application was reviewed.
Lobbyists choose whom to contact, so a difference does not show a change of mind.
