Description

Proposed amendment to the Official Plan to permit a 39-storey mixed use building. In its refusal report dated February 19, 2016, Planning staff expressed the opinion that, at its proposed height, the proposal "does not comply with the Official Plan Site and Area Specific Policy 211. An Official Plan Amendment is required but an application was not submitted." On March 10, 2016: City Council refuse the application for the Zoning By-law Amendment (15 262982 STE 27 OZ) at 100 Davenport Road for the following reasons: a. the proposal does not conform to the Official Plan; b. the proposal is inconsistent with Council-approved guidelines; c. the proposal does not fit within the existing and planned context for the Bloor-Yorkville and North Midtown Area; and d. the proposal creates adverse shadow impacts on the adjacent lower rise areas.
