Description
Enbridge Gas Distribution Inc. ("EGO") leases a 40.94m2 portion of land from the City of Toronto, which is located within Woodbine Park in the City of Toronto. EGO has been leasing the lands for over 20 years. The lands are designated in the Official Plan as Park, and the City of Toronto - Real Estate Services division has indicated that a lease renewal on the subject lands would be considered a disposal of Parks and Open Space lands as per Section 4.3.8 of the Official Plan. In order to rectify this matter, the City of Toronto Real Estate Services division has requested that EGO apply for a Site Specific Official Plan Amendment. An exemption of the leased lands from Section 4.3.8 of the Official Plan would allow the City of Toronto to renew EGO's lease of the subject lands.

Comparison with similar applications
Lobbied applications are compared only with unlobbied applications of the same type, in the same ward, submitted in the same year and of the same size band (units or floor area from the description; sub-type for Committee of Adjustment files). Unlobbied applications are weighted to match the lobbied group. Raw lobbied versus unlobbied averages are not reported.

Submission to the first decision status seen in our daily loads (measured from launch). Approval and refusal rates are among applications with a recorded decision.
Large and complex applications attract both lobbying and longer reviews, and matching cannot remove every difference between applications, so a difference does not show that lobbying changed how an application was reviewed.
Lobbyists choose whom to contact, so a difference does not show a change of mind.
